Eckhart.He killed Breedlove -who wanted to set things right- and wanted to cover up those "freaks" of nature, and instead use them for his own twisted puposes.Adam may have been responsible for the mutant powers as well, but he intended to set things right, whereas Ekhart is more selfish and has his own issues.

Well Eckhart is it because he is still hunting the mutants down..meantime Adam regrets that he made those mistakes....But Eckhart doesn't..
